Lecturers
Lecturers is a team of academics from universities and experienced practitioners dealing with public procurement, public procurement experts, lawyers related to legal services for public procurement, people working at the Public Procurement Office and experts in other fields complementing knowledge and skills in this field.

Rafał Cieślak
Doctor of Laws; assistant professor at the Center for Studies in Local Government and Local Development at the University of Warsaw. Legal Advisor – Member of the District Chamber of Legal Advisers in Warsaw. Partner in Kancelaria Doradztwa Gospodarczego Cieślak & Kordasiewicz.
He graduated from the Faculty of Law and Administration at the University of Warsaw. He also obtained a diploma from the British Center for English and European Legal Studies conducted by Cambridge University as part of cooperation with the Faculty of Law and Administration at the University of Warsaw. He is a graduate of the Center for European Regional and Local Studies. He gained professional experience in public administration. In 2006-2010 he was a board member of the National Institute for Public-Private Partnership Development.
He specializes in issues of public-private partnership, public procurement and European funds. He has many years of experience in handling public-private transactions, as well as extensive practice in obtaining financing for investment projects from European funds. He is the author of many books and publications in this field.
Andrzela Gawrońska-Baran
Legal advisor, doctor of law, graduate of the Faculty of Law and Administration of the Jagiellonian University in Krakow and Postgraduate Study of European Integration and International Security of the Military University of Technology in Warsaw. She also completed a legislative apprenticeship at the Chancellery of the Prime Minister. Former Vice-President of the Public Procurement Office and long-term employee of the Legal Department of that Office (2002-2008). In 2010-2016, director of the Public Procurement Department at ARMA. He has several years of practical experience in public procurement, in particular as an advisor to awarding entities and contractors, as well as an attorney in appeal proceedings before the National Chamber of Appeals. Trainer / lecturer at several dozen trainings on public procurement. Lecturer at postgraduate studies in public procurement and European funds. Author of many publications, including several books on public procurement, issued by reputable publishing houses. As part of his professional practice, he runs AGB Kancelaria Radcy Prawnego. In September 2019 honored by the President of the PPO with an award – the “LUX CLARA IN CONTRACTIS PUBLICIS” statuette, for a special contribution to the development of the public procurement system.
Anna Milewska
Doctor of economic sciences, academic teacher at the Faculty of Economic Sciences of the Warsaw University of Life Sciences. In his research and didactic work, he takes up issues related, among others, to:
• public finances,
• functioning of local governments (finances, organizational structure, forms of cooperation, etc.),
• public services market,
• public-private partnership.
In the years 2002-2004, he was the main contractor of the research project “Diversification of budgets of municipalities in Poland” financed by the Ministry of Science and Information Technology. Author and co-author of over 40 articles (popular science and research).
Magdalena Falkowska
Advocate at the Law Office of Magdalena Falkowska; specialist in public procurement and European funds with many years of experience. Chairwoman of the Public Procurement Law Section at the District Bar Council in Warsaw. A graduate of the Faculty of Law and Administration at the University of Warsaw, the School of Italian and European Law and the School of British and European Law co-organized by the University of Cambridge; Socrates Ersamus scholarship holder at Universita degli Studi di Padova. Author of many publications in the field of public procurement law, university lecturer. Author of tender documentation; conducts tender procedures on behalf of awarding entities and advises them at every stage of the procedure. He supports contractors in the process of applying for contracts and at the stage of contract implementation, as well as its settlement. She has represented contracting authorities and contractors many times before the National Appeals Chamber and district courts. He participates in international projects related to the comprehensive assessment of the application of public procurement law.
Joanna Presby-Król
Legal advisor, graduate of the Faculty of Law and Administration at the Maria Curie-Skłodowska University in Lublin. An expert and practitioner in the field of public procurement with many years of experience acquired in the Control Department of the Public Procurement Office and in reputable law firms, currently at the Jerzy T. Pieróg Law Firm. As part of his professional work, he provides comprehensive legal services to both awarding entities and contractors participating in public procurement procedures. She has often conducted public procurement procedures as the contracting authority’s attorney. Author of publications in the field of public procurement, trainer and lecturer in many trainings in the field of public procurement law for contractors and ordering parties.
Grzegorz Mazurek
A graduate of law at the University of Warsaw and doctoral studies at the Warsaw School of Economics. He is an attorney at the Grzegorz Mazurek Law Firm. He acted as an expert on public procurement of the Bussiness Center Club (BCC). Vice-president of the National Appeals Chamber at the President of the Public Procurement Office in 2007-2009. He was an arbitrator from the list of the President of the Public Procurement Office and an observer of the President of the Public Procurement Office in proceedings worth over EUR 10,000,000 (construction works) and EUR 5,000,000 (supplies and services). He is a member of the Polish Association of Public Procurement Consultants (OSKZP). Author of many publications on public procurement law. Currently, as an attorney, she deals with, inter alia, public procurement, criminal law, PPP, he has independently handled the affairs of many awarding entities, including GDDKiA, Polish Post.
Agnieszka Wadecka
Lawyer, graduate of the Faculty of Law and Administration of the University of Warsaw and postgraduate studies in European law at the University of Law and Administration. An expert in the field of civil and economic law with experience in the work of the Ministry of Treasury and law firms. He has extensive experience in the preparation of documentation for the purposes of public procurement procedures (announcements, Terms of Reference and its modifications, notices), as well as in the control of their correctness (protests, appeals, complaints to the court). She has repeatedly represented both awarding entities and contractors in appeal proceedings before the Arbitration Teams and the National Appeals Chamber. Trainer and lecturer in the field of public procurement. Creator of training programs and materials as well as training materials. An expert of Grupa Doradcza Sienna sp. o.o.
Iwona Treścińska
Legal advisor, previously an attorney-at-law, long-term associate of Grupa Doradcza Sienna Sp. z o. o. Currently, the Head of the Procurement Department at the Legal Office of Poczta Polska SA. A graduate of the Faculty of Law and Administration at the Jagiellonian University in Krakow. She completed the judging apprenticeship. Experienced expert in the field of public procurement law in the process of preparing and conducting proceedings, including those conducted with the participation of funds from Community and sectoral support. Has knowledge of FIDIC contractual conditions. She has appeared before the National Appeals Chamber and common courts many times, representing both ordering parties and contractors. The litigation attorney of the parties in court disputes regarding KIO judgments and the implementation of contracts, incl. for the return of the detained deposit and contractual penalties. A long-term trainer conducting trainings in public procurement.
Michał Makowski
He graduated with honors from the Faculty of Law and Administration of the University of Warsaw, a graduate of American law studies conducted by the University of Florida Levin College of Law in cooperation with the American Law Center of the University of Warsaw.
Legal advisor, has several years of practical experience in public procurement, in particular as an advisor to awarding entities.
Author of several dozen publications in the field of public procurement, civil and criminal law. Lecturer at postgraduate studies, speaker at scientific conferences, as well as a public procurement trainer as part of training courses organized for the public and private sectors.
