Lecturers are a team of academics from universities and experienced practitioners dealing with public administration and finances, lawyers related to administration, people working in the public sector, politicians and experts in other fields complementing the knowledge and skills in this field.

Marian Grzegorz Podstawka
Long-term professor, academic lecturer dealing with the issues of, among others Others. public finance, local government finance, taxes and insurance. He is the author and co-author of numerous scientific works. During his professional career, he was the dean of the Faculty of Economic Sciences of the Warsaw University of Life Sciences, the President of the Association of Agricultural and Agribusiness Economists (SERiA), and the Chairman of the Supervisory Board of the Mazowieckie Centrum Hodowli i Rozród Animals. Currently, he is the head of the Department of European Public Finance Policy and Marketing at WNE SGGW. He is a member of the Scientific Council of: Scientific Journals of the Series, Administration and Management of the University of Podlasie in Siedlce and the KRUS Quarterly.
Sylwester Kozak
Habilitated doctor in economic sciences, adjunct professor at the Faculty of Economic Sciences of Warsaw University of Life Sciences, as well as an employee of the National Bank of Poland. In research and teaching, he deals with the issues of conducting financial and economic investments in the country and abroad, as well as the process of Poland’s integration in the European Union and the adaptation of the Polish economy to participation in the euro area.
In her teaching activities, she uses her experience from working at the General Inspectorate of Banking Supervision, as well as at the Economic and Commercial Department of the Consulate General of the Republic of Poland in Los Angeles.
Author of publications on foreign investments in the countries of Central and Eastern Europe, the stability of the financial sector in Poland, the impact of the introduction of the euro on the effectiveness and competition of the financial sector. He conducts classes in Polish and English, incl. on: Business law, Financial and capital markets, Investment portfolio, Economic and commercial law, Banking law, Insurance consultancy, EU financial markets, Non-bank financial institutions.
Jacek Sierak
PhD in economics, academic teacher at the Warsaw School of Economics at the Department of Economics and Finance of the Local Government. Municipal councilor for three terms, chairman of the municipal council for two terms. Expert and advisor to local government units. Author of many scientific publications, expert opinions, development strategies, long-term investment plans, financial forecasts, feasibility studies for projects financed by EU funds. Professional interests are related to public finances, finances of local government, local government, evaluation of investment projects, financing of local and regional development.
Andrzela Gawrońska-Baran
Legal advisor, doctor of law, graduate of the Faculty of Law and Administration of the Jagiellonian University in Krakow and Postgraduate Study of European Integration and International Security of the Military University of Technology in Warsaw. She also completed a legislative apprenticeship at the Chancellery of the Prime Minister. Former Vice-President of the Public Procurement Office and long-term employee of the Legal Department of that Office (2002-2008). In 2010-2016, director of the Public Procurement Department at ARMA. He has several years of practical experience in public procurement, in particular as an advisor to awarding entities and contractors, as well as an attorney in appeal proceedings before the National Chamber of Appeals. Trainer / lecturer at several dozen trainings on public procurement. Lecturer at postgraduate studies in public procurement and European funds. Author of many publications, including several books on public procurement, issued by reputable publishing houses. As part of his professional practice, he runs AGB Kancelaria Radcy Prawnego. In September 2019 honored by the President of the PPO with an award – the “LUX CLARA IN CONTRACTIS PUBLICIS” statuette, for a special contribution to the development of the public procurement system.
Rafał Cieślak
Doctor of Laws; assistant professor at the Center for Studies in Local Government and Local Development at the University of Warsaw. Legal Advisor – Member of the District Chamber of Legal Advisers in Warsaw. Partner in Kancelaria Doradztwa Gospodarczego Cieślak & Kordasiewicz.
He graduated from the Faculty of Law and Administration at the University of Warsaw. He also obtained a diploma from the British Center for English and European Legal Studies conducted by Cambridge University as part of cooperation with the Faculty of Law and Administration at the University of Warsaw. He is a graduate of the Center for European Regional and Local Studies. He gained professional experience in public administration. In 2006-2010 he was a board member of the National Institute for Public-Private Partnership Development.
He specializes in issues of public-private partnership, public procurement and European funds. He has many years of experience in handling public-private transactions, as well as extensive practice in obtaining financing for investment projects from European funds. He is the author of many books and publications in this field.
Małgorzata Dobrzyńska-Dąbska
Doctor of Laws, attorney-at-law – member of the District Chamber of Legal Advisers in Warsaw. Partner at the law offices of MDKA A. Kamińska, M. Dobrzyńska – Dąbska Kancelaria Prawna SP.P.
A graduate of the Faculty of Law, Canon Law and Administration of the John Paul II Catholic University of Lublin.
He specializes in state aid issues, including EU subsidies, public-private partnership and public procurement. He advises on the preparation of applications for EU subsidies, prepares opinions on the use of state aid in projects. He supports leading international and Polish banks financing investment projects in the field of state aid risk assessment.
He advises beneficiaries on the implementation of projects financed from EU funds, including project controls. He represents beneficiaries in court and administrative cases for the reimbursement of subsidies.
He advises awarding entities and contractors in public procurement procedures and in procedures conducted in accordance with the principle of competition in projects financed from EU funds, and represents parties before the National Chamber of Appeal and courts.
She is a lecturer at several universities and the author of numerous scientific and industry publications in the field of state aid and public procurement law.
Anna Milewska
Doctor of economic sciences, academic teacher at the Faculty of Economic Sciences of the Warsaw University of Life Sciences. In his research and didactic work, he takes up issues related, among others, to:
• public finances,
• functioning of local governments (finances, organizational structure, forms of cooperation, etc.),
• public services market,
• public-private partnership.
In the years 2002-2004, he was the main contractor of the research project “Diversification of budgets of municipalities in Poland” financed by the Ministry of Science and Information Technology. Author and co-author of over 40 articles (popular science and research).
Marzena Ganc
PhD in economics, assistant professor at the Department of Economics and Organization of Enterprises, Faculty of Economic Sciences, Warsaw University of Life Sciences. A graduate of Postgraduate Studies in Accounting and Corporate Finance. Lecturer in subjects such as accounting, financial accounting, international accounting, organization of accounting in a company, management accounting, financial control and audit, valuation in accounting according to global standards, sensitivity analysis in management accounting, cost control, social insurance. In addition, he is a lecturer at Postgraduate Accounting Studies and professional training in this field. Author of many publications in the field of accounting.
Piotr Wojciechowski
Advocate, academic lecturer, journalist, labor law expert.
In the years 1998 – 2001 he worked as a specialist in the Labor Law Department of the Ministry of Labor and Social Policy. As part of ministerial work, he was responsible for the preparation of legal opinions on the applicable labor law provisions, participated in the work on legislative projects created for the needs of successively elected governments, wrote expert opinions for the Trilateral Commission operating at the Minister of Labor, and the Labor Law Codification Commission dealing with the creation of labor legislation.
In the years 2001-2008, he was an employee of the Legal Department at the Chief Labor Inspectorate, in the years 2004-2008 as the deputy director of the Department. As part of the Department’s activities, he is actively involved in all its work, of an opinion-making, legislative, international cooperation and supervisory activity over the control activities of labor inspectors in the country. In 2006 passed the state examination and obtained the qualifications of a labor inspector.
Currently, he runs an individual legal practice, teaches labor law at universities, publishes books and press articles, participates in thematic conferences related to the application of labor law.
Marcin Górski
Advocate, tax advisor, partner in an attorney-at-law company and a tax advisory company. He graduated from the Faculty of Law and Administration at the University of Warsaw in Warsaw and graduated from the Bar Apprenticeship at the District Bar Council in Warsaw. He passed the tax advisor exam. He worked in Polish and international consulting companies. He has advised on complex economic transactions, in particular, such as mergers and divisions of capital companies. He has represented clients in disputes before common courts, administrative courts and public administration bodies, in particular before tax and fiscal control authorities. He conducted tax audits and prepared documentation of transactions between related entities. Author of many publications in the field of tax law. Experienced lecturer. He specializes in corporate law, the law of trading in financial instruments, corporate income tax, value added tax, and in tax and court-administrative proceedings.
Radosław Wójcik
A graduate of the Faculty of Economic Sciences at the University of Warsaw, and postgraduate studies in Quality and Information Security Management in the IT Environment at the Warsaw University of Technology. Certified internal auditor of the public finance sector, certified IT auditor (CISA), certified internal auditor (CIA), certified internal auditor of the information security management system.
Author of publications in the field of information security and internal audit.
Member of the International ISACA Association.
Currently, he works as an internal auditor at Bank Gospodarki Żywnościowej SA, leading and taking part in auditing tasks in the field of ICT systems.
He gained experience in the Ministry of Finance, working as an internal auditor in the Internal Audit Office, specialist in the IT Systems Development Department and in the Tax Chamber in Warsaw in the Independent Legally Protected Information Office.
